Treasurer/Department of Finance opportunity Township of Brock
Spring is finally here, and The Township of Brock has many community projects to get excited about. We are currently looking to hire an enthusiastic Director of Finance/Treasurer to offer guidance to the Township through this exciting time.
Lisa Chen, our current Director of Finance and Treasurer, was attracted to working at the Township of Brock when she met the CAO and then Mayor Grant. Both were welcoming and reflected the values of a small community that was growing and steering into new directions. After a long municipal finance career in the city, she wanted to take on more challenging roles that motivated her mentally. After visiting the Beaverton Harbour, she received the nod of approval from her two canines, accepted the role and moved her family up north to be closer to Brock. She enjoyed working with the leadership team and especially the dedicated Finance team. She felt valued, working closely with the CAO, Mayor Schummer and new Council during this past 2023 Budget. Unexpectedly, Lisa received an offer to take on a role that for personal reasons she could not refuse. She tendered her resignation for a promotion with the City of Richmond Hill where she spent 18 years of her career. We want to thank Lisa for the time she spent with us and the work she has done to modernize the Finance department and streamline processes. Several large initiatives have been achieved and the impact of her work has prepared us for the work that lies ahead. We wish her all the very best in the future. Lisa is enthusiastic of the projects that lay ahead for the new Director of Finance and Treasurer and will be actively involved in the hiring and transition process.
Several exciting projects awaits the new Director of Finance and Treasurer:
- Advise on capital financing strategies for capital planning such as Arena Renovations, the Township’s largest project in recent history, funded in partnership with the community and all three levels of government.
- Lead the organization to implement Asset Management Planning for Municipal Infrastructure legislation requirements, and recommend decisions on level of service, asset management planning optimization and financing strategies. The Director of Finance and Treasurer will work closely with the Director of Public Works to select and implement enterprise asset management applications that align business process to reporting and capital planning requirements.
- Implement transformational IT Strategy projects such as migrating to cloud ERP, expanding online payment options and continue with payroll/HRIS modernization initiatives.
- Working closing with the Development Services team, update the Development Charges By-Law Study by June 2024, considering the new legislative changes and community needs.
- Finance lead for the Core Services Review, Strategic Plan and Recreation Master Plan update, that will lead to key financial model updates such as fee recovery strategies, funding priorities and formulate key performance metrics.
Quote
"The Township regrets the loss of its Director of Finance, Lisa Chen but congratulates her as she moves on in her career. Lisa was an integral part of the senior management team at Brock. While Lisa was only with Brock for a short period of time, she has made a lasting impact and has contributed greatly to the township's continued growth and modernization. She expertly guided staff and Council through the 2023 budget process and provided key information during the last year on critical issues like Asset Management, Development Charges, and ongoing township projects needing professional finance input.
I'm proud of the accomplishments we've achieved in this short period of time with Lisa guiding our finance team. As she moves on to another step in her professional career Brock's loss will certainly be measurable and some very big shoes have been left to fill. I want to thank Lisa for everything she has contributed. The current labour market for senior and professional municipal staff has been difficult for many municipalities and Brock is not immune to its effects."
-Mayor and Chair of Finance, Walter Schummer
