The Township of Brock's Community Improvement Plan (CIP) provides financial incentives for improvements within the downtown area of each community.

Interested in applying? Download our CIP Application Package to get started. View our Façade Design Guidelines for ideas for future improvements.

Book your Pre-Application Consultation

Please call 705-432-2355 or email us to book your pre-application consultation meeting. We'll help you determine your application requirements, program eligibility, scope of work, project timing and required supporting documentation.

Brownfield Tax Assistance Program

The Brownfield Tax Assistance program applies to properties that need environmental rehabilitation and a remedial work plan or risk management plan. A Phase II Environmental Site Assessment (ESA) must have been completed for the property. The grant amount cancels our portion of the property tax for up to three years while you apply your remedial work plan or risk management plan.

Eligible Costs

Eligible costs include:

  • reducing the concentration of contaminants on, in or under the property for a Record of Site Condition to be filed
  • placing clean fill and grading as per an approved site plan
  • installing environmental or engineering controls or works as per the remedial work plan or risk management plan
  • monitoring, maintaining and operating environmental and engineering controls or works as specified in the remedial work plan or risk management plan
  • environmental insurance premiums

Commercial Façade Improvement Program

The Commercial Façade Improvement program provides grants to improve the façade of your downtown commercial property. After completing approved work, you could get a grant that covers 50% of the cost of the improvement (up to $4000).

Design Studies Grant Program

The Design Studies Grant program offers grants for design studies for heritage restoration and architectural preservation work, safety and building code audits, and energy audits. You could get up to 50% of their cost back (maximum $1000 per application).

Environmental Study Grant Program

The Environmental Study Grant program covers 50% of the cost of an eligible study (up to $5,000 per study) for a property that may be environmentally contaminated.

Eligible studies include:

  • Phase II ESA
  • Phase III ESA
  • Risk Assessment Plan

Feasibility Study Grant Program

The Feasibility Study Grant program for brownfields covers 50% of the cost of an eligible study for a property's reuse and redevelopment potential (maximum of $5000 per study) if it may be environmentally contaminated. Eligible studies include an evaluation of the structural soundness of buildings and/or structures and their mechanical and electrical systems, concept plans for the property or project area, market analyses, and other feasibility studies as approved by the Township.

Planning and Building Fees Rebate Program

The Planning and Building Fees Rebate program returns all or a portion of the fees for work on downtown properties that requires planning approval or building permits.

Fee Rebates

Grant amount can be:

  • Up to $1,000 fee = 100% rebate
  • $1,001 to $5,000 fee = 75% rebate
  • $5,001 to $10,000 fee = 50% rebate
  • Over $10,000 fee = 25% rebate
  • 50% of development charges as part of the Development Charges Rebate
  • 50% cash-in-lieu payment as part of the Parkland Dedication Rebate
  • 50% cash-in-lieu payment as part of the Parking Standard Rebate

We provide the grant within 20 working days after the approved work has been successful completed.

Eligible fees include Official Plan Amendment, Zoning By-Law Amendment, Minor Variance, Site Plan Application, Demolition Permit and Building Permit.

Project Feasibility Studies Grant Program

The Project Feasibility Studies Grant program covers 50% of the cost of professional services (maximum $1,000 per application). The Grant applies to market or export analyses, marketing strategies, labour and training requirements, productivity studies, or studies as approved by the Township. The program supports a small business start-up, business expansion, or new product development in one or more of the creative business clusters.

Property Tax Increment Equivalent Grant Program

The Property Tax Increment Equivalent Grant program offers up to 100% of the incremental increase in the municipal portion of property taxes following a reassessment in years one and two, and 50% of that increase for years three, four and five. You may apply to get the grant after the successful completion of the work. MPAC reassesses the property and after all appeals are resolved, the value of the incremental increase will be calculated to determine the grant.

Residential Conversion and Rehabilitation Grant Program

The Residential Conversion and Rehabilitation Grant program offers grants to cover up to 50% of construction cost to create new residential units or improve residential units within the upper-floor space of commercial buildings in the downtown (up to $4,000 per residential unit). The maximum grant available is $8,000 per property or application.
