Council Highlights June 23, 2025
Council Highlights offer a summary of crucial decisions or agenda items discussed in Council meetings, aiming to give residents a snapshot of the meeting proceedings. The following are highlights from Monday's Council Meeting.
A public meeting was held to inform the public of the details of a Zoning By-law Amendment application which is proposing to re-zone 276 Cameron Street E. Cannington, to facilitate an industrial subdivision. This meeting provided an opportunity for the public to learn about and make comments on the proposed application.
Council was presented with the Regional Official Plan Amendment Application for 23801 Thorah Park Boulevard, Part of Lot 1, Concession 14, Township of Brock. Council approved amending the Envision Durham Official Plan (ROPA-2022-005) regarding a future resort development in Port Bolster. Members of the public were in attendance to provide comment for Council consideration.
The Council of the Corporation of the Township of Brock has rejected the strong mayor powers granted to it, and requests that the Province repeal the legislation, or offer the option to municipalities to opt out of strong mayor powers.
Council was presented with the annual report on the Canada Community Building Funds. This fund supports the growth and vitality of communities across the province.
Council was presented with the annual report on the Parkland Reserve Fund. The Township has a planned capital project for the Beaverton Harbour Washrooms using this reserve fund.
Council was presented with the annual Trust Fund Year-End Balance Report for 2024.
Council was presented with the annual 2024 Year-End Surplus and Year-End Reserve Balances and that surplus funds be allocated as follows:

$17,953 to Library Rate Stabilization.

$150,000 to Working Fund Reserve to assist with Winter Control Disaster Event.

$100,000 to Public Works Winter Control Reserve.

$100,000 to Financial Software Replacement Reserve.

Balance of approximately $248,881 to Rate Stabilization Reserve.
Council has approved the use of an alternative flexible asphalt cold technology (FACT). This will be used in the Road Rehabilitation Program on Thorah Concession 1 and Thorah Concession 3 in 2025 and Thorah Concession 2 and Thorah Concession 13 in 2026, subject to budget approval.
The Corporation of the Township of Brock has requested that the Minister of Municipal Affairs and Housing to activate the Municipal Disaster Recovery Assistance (MDRA) program.
