Project Update

  • November 2025
    • All the homes in this subdivision have been built.
    • The Township continues to work with the developer on outstanding items required as part of the subdivision process. Once all the required items have been completed to the Township's satisfaction, the Township would proceed with assumption.

 

November 2025

The subdivision plan contains 141 single-detached dwellings, 65 townhouses, and 7-14 live-work townhouse units. The subdivision plan also includes a park block, stormwater management pond, and open space/wetland blocks.

Project Update

    • The draft approval lapsed on June 1, 2025, and as a result, a new subdivision application is required for this development to proceed.
    • The landowner has resubmitted the same plan that conforms to current zoning and is seeking renewed draft approval to be able to continue with this residential development. The Township has received a complete application and Township staff are currently processing the subdivision application (File No. S-B-2025-02).
    • Works will be taking place on site with respect to maintenance and restoration.
    • We are committed to minimizing disruptions and inconveniences as much as possible, but it is recognized that construction activities will be disruptive. We respectfully request your patience and cooperation while this work is done.
    • Please be aware that the nature of work involves heavy equipment and truck traffic. Please ensure that all persons are kept at a safe distance from all work areas.

The proposed pit expansion is located to the east of the existing Sunderland South Pit and will have an extraction area of 22.4 hectares.

Construction Starting (July 2024)

Construction will be starting on this residential subdivision in July 2024. Initial operations will includes earthworks and pre-servicing. Construction access to the development area for earthworks operations will be from Nine Mile Road. Township staff and the developer’s consultants and contractors are committed to minimizing disruptions and inconveniences as much as possible, but it is recognized that construction activities will be disruptive. Frequently Asked Questions

Construction hours are subject to the Township’s Noise By-law which stipulates the construction can take place within a residential area between 7:00 a.m. and 8:00 p.m. Monday to Saturday. Construction is not permitted on Sundays and public holiday(s).

Depending on the nature of the construction and the possibility of vibration, developers may be required to offer a pre-construction survey of buildings near the proposed construction area to verify existing conditions.

The survey includes an interior and/or exterior inspection of buildings and structures, or portions thereof, to assess and document structure conditions prior to the start of construction and possibly during or after construction if any adverse construction effects are reported. This condition survey is important in the unlikely event that issues arise during the construction. Photographs are taken as part of the survey.

A consultant retained on behalf of the developer contacts the applicable properties near the construction site. All inspectors will carry company issued photo identification and a copy of the applicable notice to verify their involvement. All information collected is kept strictly confidential.

While the pre-construction inspection is voluntary, it helps to protect homeowners in any claims for damages as a result of construction. The report is not provided to homeowners unless there are damages that are believed to have occurred because of the construction, at which time the structure would need to be re-assessed by the same inspection company. If you choose not to accommodate the entry onto your property to allow the inspection, no claim for damages could be supported.

Please note that the developer’s consultant is responsible for conducting the survey, preparing the necessary documents, and receiving any claims as the developer is liable for any damage resulting from the development. Should you have any questions about the process, please call the number on the pre-construction survey letter for assistance.

Township staff and third-party peer review inspectors retained by the Township regularly review and monitor construction sites to ensure construction is being undertaken in accordance with the approved plans and reports. Township staff and peer review inspectors work with developers and their consultants and contractors to mitigate any issues that may arise throughout the construction process.

As part of the development application process, appropriate plans and studies are required (i.e. Environmental Impact Study, Arborist Report, Tree Preservation Plan) to address any significant environmental features on site. All significant environmental features, as defined in accordance with Provincial, Regional and local criteria, are to be protected. The plans and studies submitted are reviewed and approved by Township staff and peer review consultants on behalf of the Township, as well as the Conservation Authority, where applicable. These plans and reports identify which features are required to be protected and the appropriate measures to be taken during construction, such as tree protection fencing.

Most builders require grading deposits to prevent homeowners from making unauthorized changes to lot grading (i.e. pools, rock gardens, decks etc.) before the final lot grading has been approved. The Township has no control over the return of the grading deposit to homeowners, as this is between the builder and the homeowner.

New homeowners should review their purchase and sale agreement to confirm whether a lot grading deposit is required, what the conditions of release are and when it will be returned. The completion of a subdivision is a lengthy process. Some purchase agreements stipulate that deposits are released back to the homeowner upon assumption of the subdivision, which can take several years.
